You have a great question! Firstly, I would highly recommend you steer clear of drugstore primers. They do more harm than good...

you should google Dinair Airbrush Makeup..its amazing! they have this stuff u can put on under ur makeup that absorbs and gets rid of oil as its produced...im not sure if it works with all makeup or just theirs but its worth looking into...ive been wearing their makeup for the past 2 years and i LOVE it!! its makes my skin look flawless and its all water based so its not bad for my skin..anywho, hope i gave a helpful suggestion...=)
