Yes it can and it's called combination skin. To prevent this or to take care of it wash only the oily parts of face with salicylic acid wash. Then use gentle but effective scrub like sugar scrub on your dry parts of the face only. use thick moisturizer on flakey parts of your skin only.Can skin be oily and dry at the same time?
