No, DON'T use soap and water frequently. It will not work. I tried that, and all that happened was my skin produced so much oil that I had to wash it again, and again, in a downward spiral. Eventually I just stopped, and my skin returned to it's normal oiliness.
Try soap and water, frequently. Oil production is a natural function of skin to protect it, so if you manage to stop it, you have just seriously messed up your body.
